Barb Wire (aka. barbed wire, barbwire or bobwire) can be rolled out safely by using a piece of steel pipe inserted into the middle of the roll.  It can be stretched using a wire grip and a come-a-long tool, once it is secured to a terminal post.  The wire securely attaches to a terminal post by wrapping it around a brace band carriage bolt, or stringing it through a corner barb arm.
